For configuration, this should help http://msdn.microsoft.com/en-us/library/ms159624.aspx
For report designing and deployment, check out the stairway to SSRS http://www.sqlservercentral.com/stairway/72382/

Few points:
1) Run SQL Server setup program. Select the component SQL Server Reporting Services
2) If you select SSRS component, you will get option to just intall SSRS or install and configure. Select install and configure. This is the simple and easiest way to configure.
3) Later if you want to configure SSRS, cick Start -> All Programs -> Microsoft SQL Server 2008 -> Configuration Tools -> Reporting Services Configuration Manager.
Try it.

I think BIN folder is not needed.
.rdl file is the required file.
If you created data source, you fill find a .rds file
You can deploy them using BIDS or Report Manager.

There is no BIN folder in SSRS as your not creating an application.
All you need to do once you have configured the target server URL and developed the report is to hit the deploy command from the build menu, or right click the solution and hit deploy.
