There are SSRS report hosted for OPS planning team.16 CPu and 200 gb ram Allocated for server.There is 95% memory used by SSRS server.Sometime SSRS is get stuck.We start it.I had check in log nothing there.How identify problem?

I would start by setting up a counter log for some of the perfmon counters associated with SSRS as well as some general OS counters like CPU and memory.
Performance Counters for the ReportServer:Service Performance Object
In conjunction with the perfmon counters you might consider running a server-side trace on the database for activity generated by the reports as it may help you correlate the report server activity with the bottleneck. Hopefully you have a way to differentiate requests from the report server, e.g. Login name or hostname.
