We are migrating our databases to new our new servers and MS SQL Server 2008. Since almost no one is on this server, and jobs are not running yet.. why does it take over a min to pull up SSRS?

You mean Report Manager? It's normal that it takes a while to load the site for the first time.
Either you see that as "coffee-time", or you can solve it using this article:

Does that apply to 2008 saying it doesnt run via IIS anymore?

Thanks. The windows folks have locked me out of that folder, so I have requested the setting to be raised. Of course once we go live, this will likely only become an issue when there is a big break between global time zones and it is a weekend. Since our users are global and will be in in every few hours.
