In my recent hardware/OS/SQL upgrade I could not find any easy way to do this at all so, I had to recreate them on the new instance. I only had a few plans so it didn't take me long to do that.

You can migrate database maintenance plans by right-clicking the database maintenance plan and choosing Migrate.
