I got asked a question what happens if the code is correct in all the tables and the networks are up and the db is still not working what would i do then to fix it?

Rather a broad question - have you any specific error messages to go on? In what context was this asked?

That's a question designed to test your ability to troubleshoot a problem, your first instincts, your approach and the steps you'll take.
The first thing you'd need to ask the interviewer is what he means by 'not working'

Then you would need to ask him for clarification. 'Not working' is useless as a description of a problem.
