May be bad Registry Entries or faulty installation. BTW you can access BOL if you have internet connectivity...

From your screen shot it looks like, you are trying to access the BOL from the Internet.
My suggetion is, install BOL locally on your PC's disk. You should be able to access it.

I had already installed it with SQL Server 2008 installation.

The error message says 'ms-help://MS.SQLCC.v10' is invalid
Uninstalling and reinstalling only BOL may fix it.

You may want to go to SSMS -> Tools->Options->Help and verify that you are using the correct settings against a working environment.

Thank-you! Everything seems to be in order based on the screenshots you provided.
I came across this Connect case (http://connect.microsoft.com/SQLServer/feedback/details/351315/books-on-line-succesfully-installed-are-not-accessible), wherein the issue was resolved by uninstalling and reinstalling the client components. You may want to try that. Also, if you are still able to reproduce the issue, you can ask Microsoft to reopen the case (or alternatively, you can log a new one).
I hope it helps. Keep us posted!
Thanks & Regards,
Nakul Vachhrajani.
