why are you using local accounts for the services?
Are your servers part of a windows domain or a workgroup?

server is non domain & sql service account running local user account should need to create database encryption certificate, and create login, grant connect to mirror end point etc..
If server is running windows domain & & sql service account running local user account, In this case also need to go for certificate, master key, login etc..
ADS team asking why you need to domain account for configure Database mirror? you can go for database mirror with local user account.
Any sugesstion please..

If you're implementing mirroring on workgroup computers MS recommend you use certificates. For detailed information on how to implement mirroring in a workgroup see this link
Alternatively you can use this article too
