I had a hiccup on a sql 2012 test box. Now with any account I can't login to SSIS.(login failed access denied) Even with the service account SSIS is based on. Any ideas before I call MS?

Did the SQL 2012 installation actually complete? SSMS 2012 won't connect to a 2008 R2 SSIS (or earlier) instance and I think that's the misleading error you get when you try.

Try launching SSMS with Run as Administrator.
If this resolves the issue, you can follow the steps outlined in http://support.microsoft.com/kb/2000474
