What do you mean by "dynamically". I usually create a config file through one of the packages, then if I want to use that config in another package I'll open the others packages and add a reference through the same Package Configurations dialog, but allow it to "Reuse Existing" when I choose the file from disk.
There are no special teachers of virtue, because virtue is taught by the whole community.
