I can't seem to find a definitive answer to this. BOL says that a database backup will issue a checkpoint, but I am wondering if a transaction log backup will do the same, and commit active transactions to disk.

No it will not.
No document references, was something that I tested some time back.

p.s. There are some circumstances where it will, but it's not something that happens always like with a database backup.
