My first question: Is it possible to create a shared data source in BIDS and then reuse that same shared data source in a totally different BIDS solution? If so, how?
My second question: Assuming my first question is not possible, what is the point of being able to create a new data source through Report Manager?
I'm sure I'm missing something.

I don't think this is possible. I don't see any option in BIDS that allows this.

So you can use this data source in Report Builder.
