Will faileover occure when passive node rebooted even at the passive node cluster service is stopped ?

just trying to understand your question.
If you meant "Will fail over occur when the passive node is rebooted?"
then the answer is no.
Fail over will only occur when the Active node is rebooted, or if one of its resources fails or services stopped.
second part:
passive node cluster service is stopped
when the cluster service is stopped on the passive node, the cluster manager will indicate that node2 is unavailable and resources cant be moved to it.

No. when the cluster service is stopped on the 2nd node, it is evicted from the cluster as a possible fail over node.
Basically you will have a 1 node cluster once the service is stopped on the passive node.

No, failover wont happen when passive node is rebooted as there is nothing to get failover to other nodes.

what quorum type are you using disk or MNS
