for creating SSIS packages u need to install SQL Server 2005/2008/2008 R2 which has BIDS(Business Intelligence) inbuilt.... for connecting to sybase use OLEDB connection manager from SSIS packages......

Sandeep has already given you all the information you need.
Install the SQL Server client tools on the development machines, together with the SSIS engine.
On the server, install SQL Server together with the SSIS engine.
Regarding the connection, install the Sybase OLE DB driver on all machines.
Need an answer? No, you need a question

I also installed Sybase SQL Advantage 12.5.1 to get better drivers.
