  my linked server uses domain name "http://srv.sql.example.com" to connect to other instances

  problem is that when the domain is updated with new IP address, the change is propagated within 5-10 minutes everywhere, even to the sqlserver instance but the linked server takes 1-2 hrs to update...

  I was wondering if there is any setting which holds the refresh time of inked server without recreating it

  Can you use the UI to script out your linked server and post it here? That might help me understand your configuration.
