Are different service packs allowed in a multiple SQL instance in 1 server ?

As in 2 or 3 standalone (not clustered) instances on a single machine? Yes, they can even be completely different versions.

However, the core (shared) components would be at the highest SP level.

Shared components are client tools and non-instance aware services. Not all SQL Server services are multi-instance.
