If I wanted to set up a test environment at work on a machine seperate from the production servers that would be used to run tests on replicated dbs, would Developer be ok? If so, can someone give me an example of how the Developer license terms could be violated given my intended use? Thanks.

You are OK in your explanation unless you are going to have more than one developer working on the server or the installation of SQL Server. By the license agreement one developer license if for one user (developer). Users can access the instance for testing/acceptance, but any developement work can only be done by a licensed user.
