As recommended, I usually don't apply the CU's, unless they address specific issues that we are experiencing. Since SP4 is the last service pack for 2005, does the recommendation change? Should I just plan to install SP4 and CU's 1, 2 & 3?
It seems like there is quite a list of issues that the CU's will cover. I am writing up a draft to propose the installation of SP4 and need to mention if the CU's will be applied or not. (That's right, I cannot install SP4 without a proposal, even to a development/test server).

The recommendations don't change. Apply the SP in dev/test, definitely, but only apply the CUs if they're applicable. With both, test to make sure they don't break anything before applying to a production server, of course.
