Good day,
SP4 is carrying the RTM tag on the Microsoft download page. Is it considered best practice to wait until the RTM tag is dropped before applying to production boxes?

no.
You need to test it for your configuration and situation.
But to comfort you a bit, they did already launch CU1 for SP4.
