Is SSIS installed?

What is your edition of SQL Server and what service packs are installed?
According to official documentation, you need at least SP2 for SQL Server 2005 to create maintenance plans without SSIS.
(although I tested it on a virtual machine and it still complained about SSIS missing).
So, best to install SSIS or write the TSQL manually 🙂
