I'm trying to make this work the last couple days, I'm guessing but I think it will not work with
windows Vista home Premium, somebody can tell for sure if this is true?

It should work because SSRS 2008 does not require IIS because you can use the file system to implement SSRS 2008. I have also seen Vista Home Premium used to develop SSRS 2008 used for SQL Server 2005 in a development box.

It may be permissions or configuration related check the link below for some known issues.

Make sure Vista is SP2 and make sure WMI is running.
