it could be of many reason. One of the main reason is of network.
Also you can see the detail in replication monitor.

Well what sort of latency are you looking at, seconds, minutes? Where is the latency? That will provide a big clue, it is taking a while for your subscriber to get the data or is it taking a while for it to process the data?
Also what are the nature of the changes getting pushed over? Is it a large amount of data?

Following on from the last post, insert a tracer token to see if the latency is between the publisher / distributor, or the distributor / subscriber.

Normally in some cases the latency is high due to network issues. As per my experience when the traffic on the n/w is high and the data is getting replicated through the same, it takes time for the data to be replicated to the subscriber. If thats the case then when the load on the network path reduces data starts flowing to the subscriber.
If your replication is very critical and u cannot afford data to take a long time to replicate then i would recommend design a dedicated network connection for it. The systems team shall be able to assist you in this.
