I had to guess on this answer because the question was nearly meaningless. When you say that neither the rows nor the columns are fixed, what, exactly, do you mean? Rows aren't fixed by virtue of the variability of the number of them, so making that a part of a question is inherently misleading. Thus the only meaningful portion of the question that remains is the part about columns not being fixed. Any of the answers would be valid for that situation, as there's no supporting detail in the question that would provide sufficient information to make a choice.
Additionally, the answer contradicts the question, so, sorry folks, but this question is a complete and total dud, from which nothing is learned.

d) This question is too stupid for words, so choose this answer because we really, really need you to get one wrong this time...
As to your reply:
There are numerous viable and useful report possibilities where the columns need not necessarily be the same fields (usually based on parameters), so "not in my database tier" is a great sentiment, but not terribly realistic. However, I did get a great laugh out of it, and that's a positive, rather than negative thing. THANKS!
