I have sql server 2000 cluster and I want to update sp4 on it but currently 2nd node is down so can still I update it and can I work paralleled,means can user do their work also at same time of updation.

Yes, you can install SP4 but your users will be interrupted not because of second node is down but due to SP4 installation.
so far as I can recall, SP4 required a reboot. So have it calculated.

Okay, Let me put it this way.
While your second node is down, you can still install SP4 and once your second node is up you can verify it there as well.
There will be interruption in user's connection during the SP4 installation as it will ask you to stop the MSSQL services else show you the message that files are locked.
after the installation of SP4, it will ask you for a server reboot (if it has found any locked files during the installation)
