Hi,
I went through the below links to setup SQL Server 2008 cluster on Windows Server 2008.
But I did NOT find when & where we create a Cluster Group for to keep Quorum. I did find that we need to create MSDTC group to keep MSDTC disk

In Windows Server 2008, Do we required to create Cluster group for Quorum or NOT?
Because, we have 3 Groups as below on Windows 2003:
1. Cluster Group - for quorum disk Q
2. MSDTC Group - for MSDTC disk Y
3. SQL group - for SQL Server 2005 instance
How the same need to be done on Windows 2008?

Quorum drive is required in Windows 2008 cluster as well. Please refer this and this

On a Windows 2008 cluster the install will default to an MNS quorum configuration. You have to actually force it to use a disk which is no longer recommended. You don't need a cluster group for the default MNS quorum configuration.

Remember you can eliminate the quorum disk and use the node and file share majority which uses a file share witness
