I can't install sql server express edition. i think the it is not unintalled.i have tried removing from the registry also.
I am guessing the issue is .NET...Is it necessary to uninstall .net to completely and reinstall or sql server express edition to work properly.

I don't think it is related to .NET uninstalling just make sure you have at least .NET 2.0, here is how to manually uninstalling SQL Server 2005 from Microsoft.

I can't install sql EXPRESS and error says about MSXML. There were several suggestion to UNINSTALL MSXML 6.0 sp2 then install express gain.
Will Uninstalling MSXML effect other microsoft product since MSXML are included with various Microsoft products, such as Microsoft Windows, Microsoft Internet Explorer, Microsoft Office, and Microsoft SQL Server?
