need to be able to predict the behavior of a data element for which I have no historical data in our system, either because it is new tech, or because it has not been considered a 'covered' service (gov't healthcare program) up until this point in time.
Some rumblings internally about statistical optimization problems, but nobody has any concrete knowledge.
Any suggestions on web resources?

The best place for Math on the internet is WolfRam MathWorld and their product now comes in personal edition so that may help you.
