IS DBCC CHECKDB WITH REPAIR ALLOW DATA LOSS be put in a transaction. I tried to put it in transaction and it wasn't able to do it.
I have heard that it can be put it transaction and can be rolled back

Yes, absolutely it can. Can you post what you tried to do and the error you received?
The only exception is if the database is in emergency mode.
