Both nodes are reporting this issue. Also when the DBA's setup and run a job it failes with the below error:

What service are you talking about? SQL Service?

I do not think it is the issue with the Service not being started. If it is not started, it will not even give a Scheduler error. Scheduler is invoked by the Service.
I think the service is started with a wrong user who does not have permission.
