DR = Disaster Recovery.
a SQL disaster Recovery Regime would simply be the steps you plan to take to bring SQL server back up in the event of a disaster...whether that is the loss of the server, a specific database etc; do you have a standby server, or even a virtual server to replace temporarily a server if it went down, stuff like that.
