Can we use sql server 2000 developer edition as a stand by server in the log shipping

From a license point I don't think that this is allowed.
Also you posted this question in a SQL 2005 forum and you cannot restore backups from a 2005 database to a 2000 server.

I'd agree with Markus, from a licensing standpoint no, but your best bet would be to contact Microsoft Licensing directly:
