You should be able to set the page properties in SSRS designer in exact numeric value because when I set the value bigger I can export to PDF without blank pages. So set it in the drop down properties on the SSRS designer.

Open your report in BID designer and on the right side there are many things you can adjust for the page setting and you need to set the interactive height to zero. But I am not sure 11 by 8.5 will work for landscape because that is the standard portrait measurement.

Jut setting the page as follow:
Width: 29.7cm
Height: 21 cm
This is the standard size for A4 but you will need to set your margin to 0 otherwise adjust the width and height accordingly.

Click on Menu -> Report
Click on Report Properties
Click on Layout Tab
Set Page width and Page height accordingly
Set Left and Right margin
You will get what you set as simple as that.
