We’ve just posted our core guidelines for technical content on sqlpass.org. The short story is there are three main ways to get published; write a Top 10 list, build a PASS Tip video, or write a feature article under the SQL Server Standard brand. The first two are volunteer efforts, the last is a fully paid endeavor - $500 per completed and accepted article. Grant Fritchey is the volunteer editorial lead of the paid articles and tells me he already has a few abstracts in for review. It’ll be good to get some content flowing, but more importantly I think it provides a place for PASS members to really demonstrate writing skills (and a nice resume enhancer too!).
