You client language has nothing to do with what edition you use.
What matters is, what network environment will it be in? What connectivity to that network will it have? Maximum # of users? What features of SQL Server will you use? What lifecycle stages (development, QA, production) will you use that server for?

Actually for SQL Server 2005 and up VS2003 is too old you may not get any help from Microsoft if you need it and your development cannot use new resources like 64bits SQL Server.
I think you need to use VS2008 because next year a new one is coming so even VS2005 is old.

You are referring to version differences, Gift. The OP was asking about Editions.

My reply was based on the OP needs which I recieved in PM. I was letting the user know in 2008 there is no valid reason to start new development with VS2003, it should be to maintain existing code.

My reason is even in 2006 Vista technically does not support VS2003 so now you are on your own. Check below and please read the last comment which I think is funny.
