In my experience it's less an issue of the cost of storage but more about the cost of retrieval. I've seen many situations where archival data is effectively unusable because of the time or manual involvement needed to access it (e.g. with off line storage). As a sometime data analyst though, I firmly believe in keeping detail rather than summarized data, as summarization invariably destroys some data which may in future turn out to have value.
