Can anyone explain to me when what it means when the data on a server is static.

My guess would be that it could mean 'read only', 'not changeable' or some other word that is a synonym for 'static'.
Do you have a context for the 'server is static' scenario?

I have a databases that are not being backed up. The SA told me that I should not worry about backing up the database because the data is static.
I was just investigating what that means.

That makes sense, in that case there's not much point in doing continous backups - you just need one (until the day that something in the static db *does* change ) Then you need to take a new backup.
