If I run the DBCC Shrinkfile command from within the query analyser it seems to work,
When I add it to run it from within a maintenance plan it fails

What login does SQL Server Agent use to connect to the database? Does it have permission to execute DBCC SHRINKFILE?

It looks like the default connectin details i.e. Windows Authentication

Make sure the job is logging to a file and then check the log file.
