I've run into a similar issue and from what I have found, IIS (5.0 or later) needs to be installed prior to installing RS. I haven't tried it yet as I just found it this morning after having my first installation fail.
The requirements page on the MS site lists it as needed:

It turned out I was missing one of the installation CDs.
