We will be installing a PRODUCTION server and a cold PRODUCTION backup server that will include SQL SERVER 2005. Since only one of these servers will be up and running at any given time, how are USER CALS utilized?
For example: If I purchase an additional 15 USER CALS to be used. Can they be used on the PRODUCTION server when it is running.... or alternately be used on the backup server if it had to be moved into service when the primary PROD box was down?
Or... do I have to purchase separate USER CALS for the backup server?

CALs are connected to the user device, not the server. So in your example, as long as the same 15 devices are being used they can connect to your production server, your backup server or both at the same time.
