Do you mean for admin duties or client editing? If for admin I suggest the best tool is still EM although some products offer features of EM with a bit more robustness none that I have seen do a full enough job. However if you need to sync objects AdeptSQL has a great comparison tool. As for clients that need to edit data stay away from linked tables in Access and do pure coding in the forms or better a complete custom app in VB, VC, Delphi or any language you can use will pretty much work. Better than all thou in my opinion is web based apps as changes can be made to the client UI without the need to redeploy.

Not that I don't like any visual stuff, but IMHO the best front end for most of the job is Query Analyzer, because only with QA you are forced to get an understanding of what you are doing.
