I am using Transactional replication using SQL2K and
Win2k.
I have a database that was created on a server with the
locale of English (United States). The database was backed
up and restored to a server with a locale of China. When I
try to do transactional replication (push subscription)to the China server I
get this error message while doing the initial
load: "4819 - Could not bulk insert. Bulk data stream was
incorrectly specified as sorted." The table it is
complaining about has English characters in some PK
columns and in other PK columns (different rows of course)
has chinese characters. When I deleted the rows with
Chinese characters in the PK and reran the replication
everything worked fine.
Why did I have the problem with the rows with Chinese
characters? Is it a Collation problem?

Sounds like collation to me.
