Can we use SQL Server Service Broker to communicate with non-SQL Server systems. like oracle

Service Broker kicks things off. If you have a stored procedure or other process that receives the message and can connect to Oracle, then you are fine. Or if you have a process on Oracle (or other platform) that can read into the Q, then it can respond to that.
