I am going to be upgrading our SQL Servers to SP4. We are currently on SP3a Hotfix 878.
From what I have read I believe there are no security patches in SP4. Is this true?

I don't know about that but I would jump to hotfix 2040 because SP4 (2039) has a bug that stops the SQL seeing all the memory in your server if you are using memory beyond 2GB.
Even if you aren't going to use memory above 2GB I would still apply the hotfix to save yourself some head scratching later on.
SP4 has a number of performance enhancements as well.

That is correct. There have been no SQL Server related security patches since SP4. You can always verify by checking out here:

Sorry what I meant to ask is:
There have been no security patches between SP3a hotfix 878 and the latest SP4 hotfix?
Another question is:
If I have to roll back I will not lose any data from my user databases? From what I understand, the changes to the master db will be lost if you rollback, but there should be no effect on your user databases?

The release notes for SP4 say that it cannot be rolled back therefore take a full backup of everything before your attempt and install.
That said, I have not had any problems where I have applied the SP. I always make sure that the patch is applied AFTER a restart of the MSSQLSERVER service. This ensures that you have a fresh rebuilt TEMPDB.
I also make sure that I have plenty of disk space.
