I keep reading that snapshots do not use much space until updates are done to the database the snapshot is based upon. So management doesn't think much disk is needed, but I am seeing a sparse file that has a size of 66.4 GB but the size on disk is 740 KB. What i am trying to get confirmed that even though it is only using 704 KB it is still reserving 66.4 GB and that space is not available to anyone else? Is this a true statement?

That 66.4 is available for use by other applications.

It will just reserve the space, but you should be able to access that space for other applications. The maximum size it can grow is size of the database at the time of snapshot creation. Check this table to see space used for sparse file sys.database_files. If Space becomes unavailable for Snapshot sparse files then snapshot will become suspect, however database will not be affected.
