  The SELECT permission was denied on the object 'sysjobsteps', database 'msdb', schema 'dbo'.

  I've added the domain user to this table (select) still get error.

  Then some group that the user is a part of has like been DENY'd access to the table. Look for any DENY permissions on it.

  DENY permissions override all GRANTs.
