You can use Virtual PC (or other vm software).
Here's a link to help you learn: http://www.sqlshare.com/clustering-sql-server-2005_33.aspx?searchid=76111

I can't believe that Steve linked to a partner and left his own site out of the mix. Just kidding you know I love you Steve.
Anyways Perry Whittle wrote two articles that detail how to do this earlier this year:
Setting up a SQL cluster under MS VS2005 R2 Part1
Setting up a SQL cluster under MS VS2005 R2 Part2
Earlier this year I wanted to learn about clustering as well and used ESXi which is free from VMWare to do it. I chose ESXi personally because it has a much smaller footprint than Windows with Virtual Server installed on top of it, which had a significant impact to performance of the cluster and time required to install. It takes about 10 minutes to install and configure ESXi and begin building your cluster environment which is much faster than the MSFT route for free virtualization. I blogged my experience on my blog:

I am not sure whether it is obvious, but you would need to setup a windows cluster before you can go on to a sql 2005 cluster.
Vmware Server is a free tool for use to get this done.
