It's part of the internals of SQL that controls query execution. You don't use it directly. SQL does.
Please download books online, read through it and then ask any questions that you still have.

I'm not sure whether you are asking about SQL Server schedulers (as in sys.dm_os_schedulers) or the SQL Server Agent, which allows you to schedule jobs. If you clarify the question, ideally with additional detail to enable us to better understand the context of the question, you'll probably get fewer snarky replies 🙂
