I was at Microsoft DevDays this past week in Cape Town, and they had a session on Windows Azure and SQL Azure.
According to the speaker, and it was a Microsoft run event, SQL Azure is based on SQL Server 2008.
Also, in terms of insert restriction you mention, they only mentioned a limit on transactions running for more than 5 minutes.
My company is actually planning on moving a "integration database" and associated web services that we run for our clients to it and windows azure, in order to get the scalability
and availability
If we do end up deploying the system on Azure, I'll let you know how it go's 🙂
if you don't have the time to do it right, when will you have the time to do it over ?

I've loaded data for over 2 hours via bcp without issues over the last week. I've also used the migration wizard (1.5 hrs - single table) without an issue as of late. I've noticed the connection stability is better than it was even 2 months ago. Perhaps it's just luck ?
