how to do the failover the cluster?

Are you using Microsoft clustering or a third party like Veritas (VCS) ?

Just go to the Cluster Administrator and do "Move Group".

you can also use cluster.exe to do this as well
That is one way, quite a generalised question and answer. the cluster can also failover if a cluster resource fails and it is set to affect the group. if the cluster is set to automatic failover.
