Do you know what horizontal partitioning is? This sounds like an interview question. If you give us some thoughts, or what you think (or don't understand), we can help. It's possible, but it's not a quick press a button solution.

Partition functions and schemes are implemented for partitioning and any new table created with file groups on that scheme will be with required partitioning criteria implemented. The only question is to associate any existing table with created partition functions and schemes.

Haven't tried it or fully researched it, but I don't think you can convert an existing table into a partitioned table. If this is possible, I'd love to see how it is done and the documentation to support the process. So far all I have found in BOL is creating a partitioned table from scratch.
