Is there any way to provide more priority to specific SPID or user in sql server 2005 interms of allocate more memory and/or IO than peer? There is new feature provided in SQL Server 2008 as Resource Governer and wanted to check if we can achieve same in sql server 2005.

Not that I am aware of. I also believe the Resource Governor limits, but does not boost. I could be wrong though.

I echo Jack...this can be acheived for SQL Server as a whole by setting the "priority boost" to high, but not for individual spid's.
